Instances of `Toy_RefString` are reference counted - that is, rather than copying an existing string in memory, a pointer to the refstring is returned, and the internal reference counter is increased by 1. When the pointer is no longer needed, `Toy_DeleteRefString` can be called; this will decrement the internal reference counter by 1, and only free it when it reaches 0.
